    "content": "On a point of order, Mr. Deputy Speaker, Sir. I want to be heard. I brought this Question to the House about a month ago under Questions by Private Notice. The Office of the Clerk of the National Assembly did not put this Question on the Order Paper as required by law. When my Personal Assistant went to the Office of the Clerk of the National Assembly, he was told that I should not ask this Question, and that it was a matter of procedure. I insisted. I called the Speaker of the National Assembly who was in Mombasa and told him what frustration I was going through."
