    "content": "Mr. Deputy Speaker, Sir, I withdraw to the extent that it is imputing improper motive, but it is a fact that hon. Kiema did not prosecute the Question the last time it was listed on the Order Paper. Therefore, blaming Parliament for the delay in having the Question answered yet the Question was listed on the Order Paper is wrong. It can be confirmed from the HANSARD. He was not here to prosecute it. He came in after the Question had been passed. Why did he not come to prosecute it then? I withdraw if there was any improper motive that I imputed in the person of the hon. Member."
