It says categorically that you cannot impute improper motive on a fellow Member of Parliament with a substantive Motion. Any Member of Parliament here who very firmly believes that another Member of Parliament is acting in an undignified manner, both inside and outside the House, is at liberty to bring a Motion to discuss the person of that Member of Parliament. Before you do so, you cannot impute improper motive in the person of that hon. Member. Could you withdraw your remarks, Assistant Minister?"
