    "content": "Mr. Speaker, Sir, I also stand to support the Procedural Motion but with a few reservations. As the other hon. Members who have commented on this Motion stated, it is rather sad that the Executive has had these Bills for almost one year. Kenyans are wondering why it had to take that long for these Bills to be brought to the House. Mr. Speaker, Sir, you will recall that yesterday, newspapers said that the ball was in the court of Members of Parliament, and that in case anything went wrong, Members of Parliament would be responsible. We wish that some of these statements, or even feelings, are corrected, because for the last three or four months, Members of Parliament have been asking for these Bills to be brought to the House. My request is to Members of Parliament to put in extra time, so that we can go through the Bills in a more thorough manner. We should not allow any mistake that may have been introduced into any of the Bills to pass without being noticed. With those remarks, I beg to support."
