    "content": "On a point of order, Mr. Speaker, Sir. I have no intention of disrupting debate on Order No.9; I also want to appreciate your ruling. There is something of logic and procedure that we have raised before. I do not wish to direct the operations of the House Business Committee; but when you look at the sequencing of Order No.9 and Order No.10, it is only logical that Order No.10 comes before Order No.9. The simple logic is that once there is a Budget it is better to have authority to raise money before you get authority to spend. That is what Order No.9 is seeking. So, I would want to invite your direction at some point at your convenience that as a matter of practice we change the way these issues are normally ordered in this House, so that the Finance Bill comes ahead of the Appropriations Bill."
