    "content": "said, I would like to refer you to the Constitution, Article 223(5). It is very clear that in any particular financial year, the national Government may not spend more than 10 per cent of the sum appropriated by Parliament for that fiscal year, unless in special circumstances the Parliament has approved higher percentage. That raises two points. Parliament has not yet appropriated any expenditure; secondly we in the Budget Committee were looking at the Estimates and it is clear that the intention is to alter the Estimates by more than 10 per cent of the amount appropriated, not the total amount, per Ministry. If we allow this to proceed in this way we shall have affected the Budget, because there are a number of Ministries which have set out their Budget and the Estimates here seek to alter that."
