    "content": " Mr. Speaker, Sir, I am aware that hon. Mbadi is asking you to repeat what you have just said in your ruling and what has been said here before. Perhaps, taking into account that he is a first time Member in this House, there is a procedure that is usually used in terms of the Motions and the passage of a Supplementary Bill. It starts with a Motion and when the Motion is passed, the Minister then brings the Supplementary Appropriations Bill which is then passed by the House. That starts with a Motion and that Motion is what is before this House. When this one is passed, the details are then brought in the Supplementary Appropriations Bill. So, it does not go in the reverse. I just want to guide my colleague. Let him be patient and he will learn these procedures as he goes on. There are still a couple of months and, perhaps he will catch up with the rest of us."
