    "content": "Although they are necessary, governance in the implementation of such projects is suspect. We do not know for whose good it is being hurried up, and whether the Government is hiring experts who are saying that it may be better for it to be inland rather than on the coastline, with the knowledge that the coastline rises by a certain number of centimeters or meters every year. This is an area of concern, especially when we are short of money; I do not know whether this is the priority area."
