    "content": "Mr. Temporary Deputy Speaker, Sir, at the outset, I want to state that we are not happy with the way the Government has handled itself, as far as the preparation of these Estimates are concerned. What we say now - I hope the next Members of Parliament who shall be here will really put the Cabinet Secretary, President and his budget officers on the spot. That is because we expect them to follow the law and the spirit of the law, which is that we, as Parliament, really control the purse strings of this country and not the other way round."
