    "content": "Earlier on, I referred to Article 223(5) of the Constitution, which says that not more than 10 per cent of the appropriated amount can be changed. From the list that I have here, which was prepared by the Budget Committee, I can see that there are over 15 items whose revisions have exceeded 10 per cent of the appropriated amounts. It is 10 per cent of the appropriated amount, and not ten per cent of the total amount. That is very clear in the Constitution."
