    "content": "Mr. Temporary Deputy Chairman, Sir, I do not know why the Minister and the Committee took that route but I thought we could just delete the entire Sub-Section d(1) to b(1) because at the moment the withholding tax has always been 5 per cent. So, the Minister was proposing it be moved to 10 per cent. But he is saying he wants it to revert back to 5 per cent. This House had not approved the movement from 5 per cent to 10 per cent."
