    "content": "Mr. Temporary Deputy Chairman, Sir, I will finish in two minutes because I have nothing else to say. I have finished what I was saying. I have said that the interest rate capping we are asking for is in Section 4(d) and the reason we are asking for this is not because we do not believe that it is, probably, not the best idea, it is because the Government has refused to act to tame the cartel of bankers, whom we are told own this country and will continue to own it forever. We are saying, if you do not have the courage, we will give you an instrument you can use. If the banks will not listen to you, they will certainly listen to Parliament. Mr. Temporary Deputy Chairman, Sir, we are saying, use the Central Bank of Kenya (CBK) rate to cap the commercial bank interest rate at 4 per cent above the KCB rate. If banks cannot make profit from that, I do not mind because most of them made billions of shillings in profit last year. Thank you."
