My concluding remark is that if part “a” passes, the smaller banks who are able to get niches in the money market and use their deposit and lending rates to retain the market that they control to be able to develop, will be the biggest losers and the larger lower risk banks will get more money and they will increase oligopolistic control of our market until they get what they want in it. I oppose and the instrument we are using is faulty."
