    "content": "Mr. Temporary Deputy Speaker, Sir, I want to start straight with the issue of registration of voters, which is in Section 5. Initially, it had been proposed that registration of voters would be a continuous exercise. Now, in this Section 5, the Ministry proposes, or says, that it may be carried out at all times. I want to suggest that it shall be carried out; we should replace the word “may” with the word “shall”, so that registering voters will be a requirement."
