    "content": "Mr. Temporary Deputy Speaker, Sir, if you go to the general principles of elections, Article 81 is very clear. If you look at 81(b), it talks of no more than two-thirds of members of elective public bodies shall be of the same gender. This is an election Bill. If that principle is not captured in this Bill, then this Bill is unconstitutional. Immediately we pass it, I fear women organizations of this country can go to court just the way they went to court when we did not abide by the two-thirds rule with our supreme court. That is why today, we do not have a supreme court. The nominees to the Supreme Court to date have not been sworn in."
