    "content": "Mr. Deputy Speaker, Sir, I wish the Minister for Finance and the Minister for Planning, National Development and Vision 2030 were here. The famous Sessional Paper of 1965 that categorized this country into high potential and low potential areas is a document that should not be ignored; we are watching keenly from Turkana to see how the upcoming Budget allocation of the resources and the money in the Budget is going to be done. If money is allocated based on the potentiality of an area, now we have Turkana County that has super potential. We will want to see resources allocated to its super potentiality."
