    "content": "Mr. Deputy Speaker, Sir, the fifth thing is this: It was very sad that this Government and the President talked about ARV drugs and improvement in the distribution of the drugs yet, it is the same Government that has consistently, even when this Parliament was very strict, said that generic drugs cannot be imported into this country. The people who are carrying the AIDS virus in this country had to go to court to sue this Government and the Ministries for them to be allowed to import generic drugs. Is it, therefore, not a contradiction that the same President will come here and say: “We are supporting the distribution of ARVs to HIV people?” Something is lacking somewhere between what is happening in reality and what is happening on the ground."
