    "content": "Mr. Deputy Speaker, Sir, the President raised a very fundamental issue regarding International Criminal Court (ICC). Yes, despite the fact that I was one of the hon. Members who supported a local tribunal, my colleagues who were not supportive of a local tribunal had their reasons. I had a different reason why I wanted a local tribunal. Having worked in an international arena, I understand that a Kenyan’s language and actions are easily misinterpreted by somebody who does not live in our context. I did not believe that a person from a different cultural context was going to understand some of the evidence that was going to be presented at the ICC. That is why I voted in this House for a local tribunal. I voted for a local tribunal because I believed that, at that point, the ICC was a fair judicial process. But in terms of cultural context, they would not understand the issues."
