    "content": "Mr. Deputy Speaker, Sir, I will start by urging this House to find that the Speech by the President was deficient in terms of what we expected as per the Constitution. I believe that the President based his Speech on Article 132(1) of the Constitution. It says:- “The President shall- (c) once every year- (i) report, in an address to the nation, on all the measures taken and the progress achieved in the realisation of the national values, referred to in Article 10;”"
