    "content": "Mr. Speaker, Sir, the policy is to pay within a very short time, for example within a month, provided all the documentation is available; also the question of paying requires some confirmation as to who are the legal persons and dependants to inherit. I do agree with you that there is often delay in dependants accessing all the documentation, getting the chief, forwarding the documentation to the Ministry Headquarters; but I do hope that with devolution and computerization, we will speed up on most of these problems."
