"content": "Order, hon. Members. The matter canvassed by the hon. Member for Ikolomani is obviously legitimate. Standing Order, No.40 which introduced the Prime Minister’s Time, much as it came about during the life of this Parliament beginning from 10th December, 2008, really ought not to have provided any challenges in implementation as it appears, or as it seems to do, up to where we are. For instance, this afternoon we have a letter that we have just received after we got into Prime Minister’s Time, which would normally commence any time after 3.00 p.m. We have received a letter close to the end of Prime Minister’s Time to the Clerk, addressed to him by his counterpart in the Office of the Prime Minister. It says that the Prime Minister will be away. Obviously this kind of communication should have come earlier. It is not fair to the House that it comes, in fact, beyond the eleventh hour."
