    "content": "Mr. Temporary Deputy Speaker, Sir, the Deputy Prime Minister and Minister for Local Government spoke about a Minister going to a place and declaring it a city. That was in the old Local Authorities Act that was changed, but the one in Tanzania still remains. That is how Mwanza was declared a city. However, I want to put to you that the former President Moi came and declared both Kisumu and Mombasa cities. I hope that this Bill will give the current President, H.E. Mwai Kibaki some powers to confirm the two municipalities as cities."
