"content": " Madam Temporary Deputy Chairlady, what I see Clause 17 to be saying is that in carrying out its functions, how is the Commission supposed to do the work? That is what is being stipulated in Clause 17. The Committee is proposing other than consultation and co-operation with the national and county governments, that function should be carried in accordance with Article 10 of the Constitution and the values therein. So, the establishment of the committees themselves will come in Article18 which deals with the establishment of the land boards at the county level. However, Clause 17 is a directive to the Commission that when you are carrying out your work you must consult, co-operate with the national government and you must be subject to those articles that the Committee has added. So, probably you are going too quickly in your suggestions because I think those come under Article 18. Mr. Ogindo has similar amendments in the spirit in which Mr. Ruto is talking. I think that can be addressed under Article 18."
