    "content": "Mr. Speaker, Sir, what the hon. Member has raised is, indeed, a big concern, but the operational factor that was applied is that of population. It is true that in terms of land mass, North Horr is bigger than other constituencies, but the operational factor that was applied is the population in relation to the total area for the country. So, I really do not have a problem now. As it is now, we are applying the provisions of the Constitution – that is the population quota as opposed to the size of the land."
