"content": "I am proud with the section of stateless persons. I know there are very many Kenyans. As a matter of fact, I know a Nubian professor who has been in this country for very many years. His mother was even born here but he is basically stateless. He has no ID card. I think this is important because it affects too many of our neighbours especially those who came here from our warring neighbours. I am happy that we are finally going to take care of them. Mr. Temporary Deputy Speaker, Sir, I want to urge the Minister that the issuance of passports should not just be left to the Director without mentioning where. I want to ask the Minister to kindly specify that in law, it is a requirement to bring these services closer to the people, particularly in the county headquarters, for example, so that people do not have to travel far to look for a document which the Constitution has recognized as their right, so that we can make it easy for our people. The idea that the Bill says that a passport is a right of a Kenyan but the State has a right to take it; that is a right which can be abused as it has been abused in the past by cooked up charges. You must make it very hard for the state to victimize people or political opponents or whoever, not to use that right arbitrarily. I beg to support."
