I think what we were fearing has been cured by the Minister’s insertion of the word “and/or” and this is quite satisfactory. We really should not deliberately keep off possible publications in the counties. There are certain things that they will feel they must inform their people. In any case “and/or” does not become mandatory such that it can invalidate any action that “and/or” did not provide. Since it is not going to cause any new mischief or any new encumbrances in the implementation on various issues, I say that we agree with that first amendment."
