    "content": "Mr. Temporary Deputy Chairman, Sir, I want to add that the reason why we felt that there should be a board of trustees is that this function is not really part of the core functions of the Commission, and to enable it do this work effectively, you need representatives from these other Ministries. As you know, the settlement programs that go on now are under the Agriculture Act, and that was for a very good cause. I hope this amendment will find favour with the Committee."
