    "content": " Thank you, Mr. Temporary Deputy Speaker, Sir. I wish to second the Bill. Following the passage of the new Constitution, we, as a country, undertook various reforms in our institutional governance, one of them being the police reforms. Yesterday, we passed a law that reformed the police force. One such other institution of governance is the Judiciary. Chapter IV of the new Constitution outlines the Bill of Rights. These are human rights and fundamental freedoms. The Constitution is very clear that it is the responsibility of the State to recognize and protect human rights and fundamental freedoms. This is the only way we can preserve the dignity of the Kenyan people. The Bill before the House intends to fulfill the provisions of Chapter IV. Article 21 of our Constitution provides that it is the fundamental duty of the State and every State organ to observe, protect, promote and fulfill the rights and the fundamental freedoms in the Bill of Rights. Article 41 deals with fundamental rights of the Kenyan worker. All our Kenyan people who are employed are given clear express rights under this Article 41 of the Constitution. Every worker is entitled to fair remuneration, reasonable working"
