    "content": " Mr. Temporary Deputy Chairman, Sir, this is a very important provision because it lays a basis for dealing with expired leases. There has been some controversy on this. It states that any holder of lease or lessee would be entitled to pre-emptive rights in regard to an allocation of an extension, so long as the land is not required by the national or county government, and then certain conditions have to be fulfilled. So, it fills a very big vacuum in the law as it exists today. So, I support it fully."
