    "content": "ensure are taken on board and incorporated when the Minister for Finance eventually places or submits the Budget Estimates later this year. The recommendations are as follows:- On the fiscal policy and budget framework, the Committee recommends that given the weak fundamentals driving the economic growth over the period of 2012/2013, the growth target should be revised to 5.2 per cent so that, eventually, the estimated revenues are, at least, not at a very huge variance with what is realisable - with the actuals. We also recommend that the Equalization Fund, according to Section 221 of the Constitution Sub-section 2, be increased to Kshs6.7 billion as per the requirements of the Constitution."
