    "content": "Mr. Deputy Speaker, Sir, in addition, not later than 31st May, 2012, the Commission for Revenue Allocation should publish the criteria for identification of marginalized areas to enable operationalization of the Fund at the start of the 2012/2013 Financial Year. In addition, the requisite law should be enacted. The Minister for Finance should gazette rules and regulations governing the Equalization Fund. The Committee takes exception that in 2011/2012, it was recommended that the Equalization Fund be operationalized. But that was not realized."
