"content": "ii) The Ministry of Foreign Affairs, thereafter, wrote to the Head of Public Service asking the Ministry of Lands be directed to urgently identify for immediate alienation a piece of land in Mombasa that will be suitable for allocation to Uganda. Indeed, the Ministry of Lands identified several pieces of land and a delegation led by the then Minister for Foreign Affairs, hon. Moses Wetangula, that included the High Commissioner of Uganda to Kenya and representatives from various Government Ministries, travelled to Mombasa to inspect the plots. However, the Ugandan High Commissioner to Kenya later informed the Minister that none of the plots identified and inspected were found suitable. He requested that another piece of land be identified. This request was communicated to the Ministry of Lands vide letter Reference OP/Cap17/70A dated 11th November, 2009. Meanwhile, in a report on 30th December, 2009, the High Commissioner of Kenya to Uganda informed the Ministry that the land granted to Kenya in Kampala had also been allocated to a leading Businessman, Mr. Sudhir Ruparelia. The Mission further communicated that Mr. Reparelia had taken the Ugandan Government to court demanding back, in the case, the land which was occupied by one of his agencies. He eventually won the case. This, essentially, meant that there was eventually no land allocated to the Government of Kenya in Kampala."
