    "content": "Mr. Speaker, Sir, some institutions such as county councils are authorized to issue licences because of the location of those minerals. That is in line with the Ministry to recognize and give authority to those county councils or institutions. So, some fees is paid there and some for licences and permits. That is in order. Also, with consultation from the ground, some agreements may be made with the local communities or individuals in whose land those minerals are found."
