    "content": " Mr. Speaker, Sir, I beg to reply. (a) No, there was no agreement entered between the Ministry of Education and the KNUT to increase the teachers’ house allowance in 1996. However, the Government increased house allowance for teachers in 1997 and 2001 respectively. The 2001 rates are still applicable to date. (b) Any future agreements regarding the increments of salaries and allowances for teachers and other public servants will have to be negotiated with the Salaries and Remuneration Commission established by the Kenya Constitution, 2010."
