    "content": "Madam Temporary Deputy Speaker, these rules are for our country. I know that when somebody mentions some of those serious economic ills, it irritates. But, nonetheless, we will continue to comment about it because Kenyans are here by right. They have to know. They have to be informed. That is why we are here as the representatives of the people of Kenya. When we look at these rules, we looked at them purely against the rule of law. We looked at the dealings within the confines of the East African Community. We also looked at some of the loopholes and lacunas which made us actually pay today over Kshs400 million as a penalty. Madam Temporary Deputy Speaker, in designing these rules, the parties will play a significant role in determining who becomes a Member of Parliament."
