    "content": "Madam Temporary Deputy Speaker, having said that, it is my conviction and that of the Committee that, indeed, we want to persuade the House to adopt these rules, because time is of essence in this process. The sooner we do this, the better for us. We want to lead by example in this process. Other countries have already made and adopted their rules. I want to persuade the House to adopt these rules, so that we can proceed and nominate our Members to the East African Legislative Assembly (EALA)."
