    "content": "Mr. Temporary Deputy Speaker, Sir this is, perhaps, one of the highlight of reforms because, unknown to a lot of people, the Constitution now recognizes all citizens – whether those citizens are convicted of an offence or otherwise, and they have special rights. Therefore, Article 133 of the Constitution requires this Parliament to enact this law to set down the procedure when a Kenyan citizen has been convicted of an offence, the process that he can use to seek mercy because justice must be tampered with mercy.
