    "content": "Mr. Temporary Deputy Speaker, Sir, as I support this Motion, I want to make a few observations. I acknowledge the diligence the Minister has displayed in presenting this Bill to the House. Secondly, I note the endorsement that has been given by the President. One critical observation that I make on this Bill is about the recruitment of teachers. There are currently 80,000 teachers who are required in our primary schools. We cannot talk of quality and standard in our schools if the required number of teachers is not there. Therefore, the sooner these funds are released, the better so that recruitment of teachers will be effected."
