    "content": "The Motion under Order No.11, therefore, seeks to extend the period in respect of the enactment of the Public Financial Management Bill and the County Governments Bill. The passage of this Motion will open a window for consideration of the two Bills at the stage they are in. Hon. Members are, therefore, reminded that the provisions of Article 261(1) of the Constitution require that a resolution to extend the period prescribed in respect of any particular matter under Clause 1 of Article 261 of the Constitution must be supported by the votes of, at least, two-thirds of all the Members of the National Assembly. That is 148 Members, at least."
