    "content": "Mr. Temporary Deputy Speaker, Sir, this debate is obviously very critical; we require 148 hon. Members in this House to pass this Motion. I am hoping that all hon. Members of Parliament are sensitive to what they are being called upon to do this afternoon. We are hopeful that by the time we exhaust the debate, we will have the numbers to actually have to carry this Motion. Otherwise, we will have to resort to other measures as provided for within our Standing Orders. I would like to urge hon. Members that we look at the responsibilities that have been bestowed on us by society for the good of our society and our people that we do rise to the occasion and give Kenyan people that window of opportunity to have the two laws."
