    "content": "Mr. Temporary Deputy Speaker, Sir, much as I always agree with my colleague, hon. Mbadi, I want to plead with him on this instance, that we look at the provisions that have been given in the Constitution to the Speaker and this House, to ensure that we legislate and implement Bills on time. What he should be worried about is if we went beyond the time and the Government or House was doing nothing about it. Much as I do want to debate the County Government Bill and challenge the President’s assertion on it, I believe that, that opportunity has been granted to us by this extension. I want to plead with hon. Mbadi that we have a bigger case in front of us to bring in the devolution Bills rather than argue with semantics; and we know very well that the Government, when they want, their voting machines are just a phone call away. This is an exercise in futility."
