    "content": "It is notable that our correctional facilities have been congested for too long and it is, therefore, important that we support the formation of this Committee to review the various cases committed by this people. We need to have increased centres in the country and the prisoners must undergo counselling and proper training so that when they come out they will be useful citizens in our country. We have seen time and again those who have been given clemency by the President become dangerous criminals. So, there is need for thorough training and rehabilitation."
