    "content": "Madam Temporary Deputy Speaker, the issue of devolution has been at the heart of political and economic debate in this country. When regions or counties or districts or communities talk about being marginalized, it is about resource allocation. It is about the feeling of exclusion. Therefore, there can be no bigger question of our time than resolving and laying the foundation for devolution. In my view, the new architecture of Kenya, the new Constitution will stand or fail on the basis of devolution. Devolution, even before the independence of this country, has been at the heart of the political debate and political conflict, in fact. Therefore, this House must rise to the occasion and do everything possible to provide ourselves with ample time to look at these critical areas and ensure that we lay the proper foundation for the future."
