    "content": "Madam Temporary Deputy Speaker, the other point this House should note is that although there are similar courts in South East Asia and all those countries in the East, this is going to be the first court of its kind in the whole of Africa; so, this is another first one. A new Constitution during peace time, and not during war, was attained by Kenyans; we made it, and now we are going to have another particular Kenyan first by leading the way in environment, land use, land occupation and issue of titles."
