    "content": "Madam Temporary Deputy Speaker, let me, first, tell the Assistant Minister that carbon trading is no longer a new thing. If he says it is a new thing, and I am shocked because the issue of climate change is no longer a new thing. But let me ask clearly for the Assistant Minister to tell this House and this country the following: You have just tabled a draft policy and regulations that have not been certified neither by this House or the Cabinet, are you telling us, Mr. Assistant Minister, that five projects so far--- and I do not believe that they are the only projects but I would not question you on that – which are huge projects that are going to be earning carbon trading finance are being implemented in this country with no regulations, no policy, no legal mechanism and you can answer that question here, again with the Attorney General seated next to you. Really, it is against all principles of good governance to be engaging in such big level financing, whose money we do not know where it is going."
