    "content": "Even as I support this Bill, I want to inform the House and the country that if the House passes this Bill, it is the last published Bill towards complying with the deadline set by the Constitution for the first year on the 26th August. In the event that there is somebody still awake at the Government Printer, I want him to read my lips that I am expecting them to deliver to the House tonight the two remaining Bills on Contingencies Fund and Loan Guarantee, so that this Parliament can prove once and for all to the doubting Thomases, that it is up to the task of implementing the Constitution."
