I want to give an example that among the countries they have visited is Nigeria, South Africa, Philippines, Indonesia and India, where devolved system of governments exist. In all those parameters, none of those countries has used population as 50 per cent and they went ahead and used population at 60 per cent and land mass as 6 per cent."
