    "content": "Mr. Temporary Deputy Speaker, Sir, I want to begin by saying that my officers are really doing their level best to contain situation like the one the hon. Member is talking about. Dealing with 40 million Kenyans is not an easy job. So, it is better to give credit where it is due. The police have actually tried to contain situations of kidnappings, homicide and even fighting within households. Because of the complexities of the technologies associated with digitalized era, we should be expecting that we have to overcome some of these things. I also said that what will reduce these things completely is when we implement and give to the police money and reforms. We require about Kshs90 billion in order to reform the entire police force. I am pleading with my colleagues to help us in sensitizing their constituents that they should be reporting matters of this nature to the police in order for us to follow up and take action immediately."
