    "content": "On the issue of devolved Government, we must thank the President because he was very instrumental in ensuring that this country had a new Constitution during his term. He moved this process forward. He mobilized people and now the implementation of a devolved Government is a reality. We are likely to have it and development will move to the areas of devolution. We will now realize devolved services. As a result of this, it will be easy to plan. The devolved units will be in a position to prioritize their development issues because there will be no central planning by the central Government. The decisions will be devolved."
