    "content": "Mr. Speaker, Sir, under the Act of Parliament under which the NYS was set up, these youths are recruited and given para-military training for six months. The earlier mandate was that they were also to serve as reserve forces for the Republic of Kenya. However, over the years, because of the demand, we have been absorbing almost over 5,000, yet our 16 vocational training institutes can only accommodate 1,800 at a time. So,we have to extend their services in the national duty building. Therefore, some can even go for up to two years. However, you must realize that once they do that, they get training for free from the Government of Kenya."
